I have talked to a top GIMP developer, and he stated that the reason why the sharpening filters fail to sharpen properly is that sharpening is performed on low bit depth. On top of this, its sharpening filters smear out detail instead of enhancing it. Cinepaint, based on an old fork of GIMP offers indeed a high bitdepth imaging engine, but the project is mostly dormant - despite its recent bump to 1.0. It is not colorspace aware, and it does not support 16-bit files. It is fine for web graphics, but not for photography. Unfortunately, GIMP is manifestly useless for high-quality image editing.
